Virginia Beach City Public Schools (VBCPS) participates in the Virginia School-Based Medicaid Billing Program in conjunction with the Virginia Department of Education (VDOE), the Department of Medical Assistance Services (DMAS), and the University of Massachusetts Medical School (UMASS). This federal revenue is shared between VBCPS, VDOE, and DMAS. Direct services to students are documented via a web-based program. School staff also participate in the Random Moment Time Study (RMTS), which is a statistically valid means of sampling a relatively small, randomly distributed portion of working hours across a group of people to quantify the portion of time that the group spends performing different categories of work activities.
