2026-27 federal grant information presented to Virginia Beach School Board

The Virginia Beach School Board received information about proposed federal grant applications at its May 12 meeting. For the 2026-27 school year, Virginia Beach City Public Schools (VBCPS) would receive approximately $18.9 million in formula grant funds through programs authorized under the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the Every Student Succeeds Act of 2015 (ESSA).

The Virginia Department of Education (VDOE) released Standard of Learning (SOL) pass rate data on Aug. 27. The overall SOL pass rates for Virginia Beach City Public Schools (VBCPS) exceeded the state pass rates in all subject areas.

Cell Phone Policy

The use of personal communication devices by students during instructional time is determined to be disruptive to the educational environment, not conducive to productive learning experiences and often the source of disciplinary intervention. VBCPS expectation is that students will not have access to cell phones during the school day. Students must keep their cell phone and similar personal electronic devices turned off and out of sight during school hours.

This policy is a proactive approach to actively engaging students in learning, preserving instructional time, and to reducing behaviors that interfere with the learning environment. If it is necessary to contact your child during the school day, call our main office. Should students need to contact a parent or guardian, they must use the main office phone.

Any student who uses a personal cell phone, communication device or accessories in violation of a local, state or federal crime will be referred to law enforcement and will be further disciplined for such action. Parents/legal guardians of minor students may be required to meet with the school administrators to address their student’s continued violation of this Regulation.

Discipline Consequences for Non-compliance:

Grades K-8

  • First Offense - Referral to Administration
    • Level 1, Lunch Reflection or Administrative Detention
    • Violation Code: Cell Phone, Interfering with Learning in/out of Class
  • Second Offense - Referral to Administration
    • Level 1, Administrative Detention/Saturday School
    • Violation Code: Cell Phone, Failure to Comply
  • Third Offense - Referral to Administration 
    • Level 1, Revocation and Administrative Detention/Saturday School
    • Violation Code: Cell Phone, Failure to Comply
  • Fourth Offense - Referral to Administration
    • Level 2, In School Suspension (1 Day)
    • Violation Code: Cell Phone, Interfering with School Operations
  • Fourth Offense - Referral to Administration
    • Level 2, In School Suspension (2 - 3 Days)
    • Administration may prohibit cell phone on school property
    • Violation Codes: Cell Phone, Interfering with School Operations

Grades 9-12

  • First Offense - Referral to Administration
    • Level 1, Administrative Detention/Saturday School
    • Violation Code: Cell Phone, Interfering with Learning in/out of Class
  • Second Offense - Referral to Administration
    • Level 2, In School Suspension (1 Day) & Revocation
    • Violation Code: Cell Phone, Failure to Comply
  • Third Offense - Referral to Administration
    • Level 2, In School Suspension (1 Day) & Contract for Loss of Privileges
    • Violation Code: Cell Phone, Failure to Comply
  • Continuing Offenses - Referral to Administration
    • Level 3, Out-of-School Suspension
    • Violation Code: Cell Phone, Interfering with School Operations

Note: Continued offenses are no longer cell phone violations or failures to comply; escalate to interfering with school operations resulting in Level 3, Out-of-School Suspension
