The U.S. Department of Agriculture (USDA) has approved waivers for local school divisions and other federal meal program sponsors to implement the Summer Food Service Program to provide meals to children in the community free of charge through June 30, 2021. The waivers support access to nutritious meals while minimizing exposure to COVID-19.

Virginia Beach City Public Schools (VBCPS) will continue to serve meals at no charge to all families at VBCPS schools. Meals are available to children 18 and under, including those learning in-person or virtually.

We will offer both a breakfast and lunch bagged meal to all students. To maintain the safety guidelines recommended by the Centers for Disease Control (CDC) and Virginia Department of Health (VDH), meals for virtual students will be provided using the drive by/pickup model. This will work as it has since school commenced after Labor Day, with bagged meals provided Monday through Friday, 10:30 a.m.-1:30 p.m., with the Friday bag containing meals for Saturday and Sunday. During face-to-face instruction, Saturday and Sunday meals are only accessible via the drive by/pickup model. Beginning December 1, 2020, supper meals will be added, so students will receive three (3) meals daily. If a different pickup time is needed, please contact the cafeteria manager at your child’s school to make other arrangements.

As students return to face-to-face instruction, they will continue to be offered meals at no charge to eat during in-person school attendance until June 30, 2021. Schools will follow CDC and VDH meal safety and social distancing practices/guidelines based on individual school service plans. Meals will be bagged and consist of a fully reimbursable breakfast and lunch. Children enrolled at the Safe Learning Centers and in the VB Parks and Rec program will also eat for free.

While the Summer Food Service Program is being administered, a la carte items will not be available for purchase. We will keep you updated should the Food Service Program change.

National School Lunch Program

Participation in the National School Lunch Program requires that all students have access to lunch. Lunches are scheduled at various times during the school day. In high schools with block scheduling, some students' schedules may not show a lunch block. However, access to the National School Lunch Program is provided during a limited time frame between or during blocks.

Online Payment of Student Meals

Virginia Beach City Public Schools offers parents the opportunity to make payments – via SchoolCafé– for their child’s meals (breakfast, lunch and a la carte items) using Visa, Mastercard or a debit card. A small per-transaction convenience fee of 5% will be charged for each payment. This online service allows parents of students to prepay money directly into their child’s account; monitor their child’s food purchases; set up low-balance email reminders; and schedule recurring payments.

* Please note that Online Payment of Student Meals is not necessary during the 2020-2021 school year, unless your student has a negative account balance you would like to pay off.

**Online Payment of Student Meals will resume once a la carte service is added during the face-to-face instruction.

In-person Payment of Student Meals During Face-to-Face Instruction

The Summer Feeding model will continue through the 2020-2021 school year. At any point that students return for face-to-face instruction and a la carte options can safely be provided, parents must use SchoolCafé to add funds to their children’s meal accounts.

All schools use a computerized point of service system, which allows students to have individual accounts for prepayment of a la carte items and snacks. Parents will be able to send in cash or checks prior to meal service once schools resume face-to-face instruction.

  • At the elementary level, parents should place cash or checks in a sealed envelope with the student full name clearly marked. Envelopes should be submitted to the classroom teacher. Teachers will ensure envelopes are given to the cafeteria manager on a timely basis.
  • At the secondary level, students should take envelopes directly to the cafeteria when they arrive to school and place them in the designated location.
  • Should you need to send cash or check while in virtual status, please contact your cafeteria manager for an alternative delivery process.

Please note that a student's meal account funds are automatically carried over to the next school year except after completion of the 12th grade. If your child will not be attending a school within Virginia Beach City Public Schools District and has unused funds in their cafeteria account, please click on the link below. This printable form can be used to request your child's cafeteria account balance be transferred to a sibling, donated to the school lunch account, or refunded via check.
