Impact Aid

What is Impact Aid?

Impact Aid is a vital federal program that provides financial assistance to school districts affected by the presence of tax-exempt federal property, such as military bases. Since its inception in 1950, the program has aimed to compensate for the loss of local tax revenue and the increased expenditures associated with educating federally connected children. These federally connected children include those who live on military bases, federal housing properties, have parents in uniformed services, or are employed on eligible federal properties but do not live on federal property.

How does Impact Aid benefit my student?

Virginia Beach City Public Schools (VBCPS) receives federal Impact Aid based on the total number of federally connected students reported annually. These funds are locally managed and included in the school division's Operating Budget to support ALL students by providing instructional materials, staff salaries, transportation, technology, and more. Additional funding opportunities may be available based on the data collected through the Impact Aid Parent-Pupil Survey.

How can I help?

It is through your support that VBCPS can receive Impact Aid funds! You can do your part by completing the green Impact Aid Program Survey Card sent home with your student on Monday, October 13, 2025. Completed, signed and dated cards should be returned to the student's school by Friday, October 17, 2025.
