At its Jan. 14 meeting, the School Board of the City of Virginia Beach elected Kathleen Brown as chair and Carolyn Weems as vice chair. Brown has served on the School Board for two years and Weems for 22 years.
Lalisha Fitchett, an English teacher at Brandon Middle School, is the 2026 Virginia Beach City Public Schools (VBCPS) Citywide Teacher of the Year. Superintendent Dr. Donald E. Robertson Jr. made the announcement during a surprise visit to Brandon Middle on Dec. 19.

Each school division in Virginia is responsible for the development of a Local Plan that outlines the goals, philosophy, activities, and expected results that structure gifted services. According to the Virginia Department of Education, the Local Plan should demonstrate the division’s compliance with Regulations Governing Educational Services for Gifted Students [VR270-01-0002]. Each area includes a goal and supporting objectives and activities. The 2024-2029 VBCPS Local Plan was approved by the Virginia Beach School Board on September 10, 2024.
