
Legislation passed in the 1998 Virginia General assembly created the provision for charter schools throughout the state. Charter schools create an alternative form of public schooling and lift restraints from public schools so they can pursue innovative teaching methods aimed at improving student performance. In Virginia Beach, charter schools will be authorized by the School Board of the City of Virginia Beach. A charter is essentially a contract between those people starting a school and the official body authorized to approve the charter and spells out in detail how the school will be run.
