6. Student, Employee and Public Awards and Recognitions
6A. 2014 VHSL Group 5A & 6A State Outdoor Track & Field Champions
The School Board is pleased to recognize the 2014 Virginia High School League individual outdoor track and field state champions.

The 2014 Virginia High School League State Outdoor Track & Field Individual Championships were held June 6 and 7. Athletes from Bayside, First Colonial, Kellam, Princess Anne and Tallwood high schools earned first place titles. Those being recognized are:

Rising Senior Tayvon Burris from Bayside HS, who won the Boys 800 Meter Run with a time of one minute, 51-point 9-1 seconds.

From Kellam, the Girls 4 by 800 Meter Relay Team of Daphne Effinger; Rachel Lewis; Madeleine McCarty; and Taylor Jones.

This team placed first with a time of nine minutes, 17 point-eight seconds. Daphne, Rachel and Madeleine graduated from Kellam in June and are heading off to college soon. Taylor is a rising junior.

From Princess Anne High School: Chandace Golden took top honors in the Girls Discus with a throw of 133 feet, 3 inches. A 2014 graduate, she is heading to college in just a few weeks as well.

Tallwood High School’s Steven Dunbar brought home two state championship titles in the Boys Long Jump and the Boys Triple Jump. In the Long Jump he hit 23 feet, 7 ½ inches. In the Triple Jump he reached 48 feet, ½ inch! This four-time state champion will attend University of North Carolina in the fall on a track scholarship.

Our final two state champions are unable to be with us this evening.
From Kellam High School, Rising Senior Alex Darden had a first place finish in the Boys 400 Meter Dash with a time of 48.66 seconds.

And, Jacqueline Meeks, a 2014 graduate from First Colonial High School, won the state title in the pole vault with a mark of 12 feet. No stranger to success, Jacqueline is currently ranked in the top twenty in the nation.

6B. NPI 2014 Achievement of Excellence in Procurement Award
We have several recognitions this evening for members of the Department of Budget and Finance. First, the School Board is pleased to recognize the Office of Purchasing Services for receiving the National Procurement Institute’s 2014 Achievement of Excellence in Procurement Award.

Accepting the award on behalf of the office is Coordinator John Manzella.

The Office of Purchasing Services earned this prestigious award meeting established criteria and for demonstrating excellence in innovation, professionalism, productivity, e-procurement and leadership.

6C. GFOA Certificate of Achievement & ASBO Certificate of Excellence Award
The School Board is also pleased to recognize the school division’s Office of Business Services for earning a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers’ Association and a Certificate of Excellence from the Association of School Business Officials.

Accepting the award on behalf of the office is Director Sammy Cohen. Also in attendance in the audience are staff members from the Office of Business Services. We’d like to ask those staff members to stand while we acknowledge your accomplishment.

The Certificate of Achievement for Excellence in Financial Reporting was earned by this office for staff’s diligence, accuracy and attention to detail during the fiscal year ending June 30, 2013.

The Certificate of Excellence award from the Association of School Business Officials (ASBO) was based on office’s work on the Comprehensive Annual Financial Report (CAFR) for the fiscal year ending June 2013.

6D. GFOA Distinguished Budget Presentation & ASBO Meritorious Budget Award
The awards just keep coming for the Department of Budget and Finance! The School Board is pleased to recognize this outstanding department for earning the Government Finance Officers Association Distinguished Budget Presentation Award as well as the Meritorious Budget Award from the Association of School Business Officials.

Here to accept the plaques on behalf of the department is Chief Financial Officer Farrell Hanzaker.

Mr. Hanzaker and his staff do an outstanding job assisting the Board in developing our annual budgets, maintaining a system of checks and balances, and looking for opportunities to improve efficiencies and reduce spending.

6E. 2014 Virginia Business CFO Award
And finally, The School Board is pleased to recognize Farrell Hanzaker, chief financial officer, for receiving the 2014 Virginia Business CFO Award.

Each year the Virginia Business magazine honors the top CFOs across the state whose ingenuity and dedication have contributed to their entities' financial success. Our own Farrell Hanzaker earned this award in the large, nonprofit category.

I know that I speak for the entire Board and school administration when I thank Mr. Hanzaker for his dedication, professionalism and “eagle eye” when it comes to budget development and oversight.

Even in the most fiscally challenging times, Farrell is strategic, innovative and collaborative. He has helped our division avoid layoffs while maintaining high-quality programs for students.

VBCPS is truly fortunate to have such an outstanding financial leader working with us and for the children of this city.
