6A. 2009 Virginia Association for the Deaf Job Turner Award
The School Board is pleased to recognize Barbara Bullock-Smith, a teacher at Corporate Landing Elementary School, as the recipient of the 2009 Job Turner Award. The Virginia Association of the Deaf presents this award annually to a teacher of deaf and hard of hearing children in the Commonwealth of Virginia.
Ms. Bullock-Smith has been a teacher for 30 years and is a member of VNOC. She also serves an interpreter for the deaf in the community, and is also an instructor of Sign Language and Deaf Culture at Old Dominion University.

6B. 2009 VHSL Hall of Fame Inductees
The School Board is now pleased to recognize Bruce Phelps and Kevin Denson as 2009 Virginia High School League Hall of Fame Recipients. This honor is bestowed upon exceptional individuals for their meritorious contributions to high school activity programs.
Mr. Phelps is a Coordinator of Student Activities in the Office of Student Leadership and is known for his outstanding commitment and dedication to high school student activities programs. Among his many athletic association recognitions are the NIAAA Distinguished Service Award and VIAAA Athletic Administrator of the Year.
Mr. Denson is a department chairperson and teacher at Kempsville High School and current First Colonial soccer coach. He served as head boys’ soccer coach at Kempsville High School for 22 years. During that time, his teams captured four state championships, seven regional championships, and five district titles, in addition to earning national rankings. Mr. Denson was named National Boys Coach of the Year by the NSCAA in 1997.

6C. Virginia Outstanding Career & Technical Educator of the Year
The School Board is also pleased to recognize Dr. Daniel Smith, Ph.D., Coordinator, Trade and Industrial Education, as recipient of the 2009 Outstanding Career & Technical Educator of the Year Award.
Dr. Daniel Smith, Office of Technical and Career Education, received this honor for meritorious service from the Virginia Association of Trade and Industrial Education. He is described as a model trade and industrial educator because he serves students as a researcher, event and strategic planner, curriculum designer, budget manager and staff developer. Dr. Smith is to be commended for his outstanding service and contributions to technical and career education.

6D. 2009 VHSL Wachovia Cup Recipient
The School Board will now recognize Frank W. Cox High School for receiving the 2008-2009 VHSL Wachovia Cup award.
Frank W. Cox High School is proud to celebrate a state record eleventh Virginia High School League Wachovia Cup. The Wachovia Cup is awarded to the school in each group classification that has achieved the best overall record in state competition in 27 different sports. First awarded in 1990, the cup has been won by only 5 of Virginia’s 120 Group Triple A high schools and has not been won more than 4 times by any other school. Cox’s eleventh cup in 2009 was also its fourth in a row and the fifth in the past six years. Cox student-athletes scored a total of 360 points, with the Falcons winning state titles in field hockey and boys soccer, as well as scoring points in boys volleyball, girls volleyball, golf, girls soccer, girls tennis and wrestling.

6E. Outstanding Attendance – September 2009
The School Board is pleased to recognize the schools with the highest rates of student attendance for the month of September 2009. Representatives from these schools are invited to come forward as their school’s name is announced.
Fairfield Elementary School, with an attendance rate of 98.49% is the recipient of the elementary school certificate for September. Accepting New Castle’s attendance certificate is Principal Dr. Sophia Stubblefield.
Congratulations to students and staff at Fairfield Elementary.
Kemps Landing Magnet School, with an attendance rate of 98.31%, receives the attendance certificate for middle schools for September. Accepting the certificate for Kemps Landing Magnet is Assistant Principal Elaine Denson.
Congratulations to the students and staff at Kemps Landing Magnet School for their outstanding student attendance in September.
At the high school level, outstanding attendance for September 2009 goes to Ocean Lakes High School with a 97.40% student attendance rate. Accepting Ocean Lakes’ certificate is Assistant Principal Norman Benwitz, and Senior Ryan S., a member of the Varsity Baseball team and Band. Ryan has had perfect attendance for his entire education, since kindergarten.
