6. Student, Employee, and Public Awards and Recognition
6A. 2007 Southern Business Education Association (SBEA) Distinguished Service Award
The School Board is pleased to recognize Mrs. Rhonda Doak, Coordinator, Business and Information Technology, Office of Technical Education. She is the recipient of several recent honors- all certainly worthy of our congratulations. First, Mrs. Doak has received the 2007 Southern Business Education Association (SBEA) Distinguished Service Award for implementing the Virtual Enterprise model of instruction in business management and accounting courses in Virginia Beach Schools.
Since becoming involved in the Virtual Enterprise network, Mrs. Doak has become the state coordinator, acting as liaison between the national network and the Virginia Department of Education. In bestowing the award, the SBEA Committee praised Mrs. Doak for "…ensuring that the future of business education is a vital part of school life in our country."
6B. 2007 Virginia Association for Career and Technical Education (ACTE) Outstanding Educator
Mrs. Doak is also being recognized this evening for being named the 2007 Outstanding Educator from the Virginia Association for Career and Technical Education (VACTE).
Mrs. Doak has dedicated her career to the teaching of Business and Information Technology. Since joining VBCPS in 2001, Mrs. Doak has worked to help develop and implement several important initiatives and courses at both the middle and high school levels. She has worked diligently in the area of industry certifications for students and is responsible for a change in methodology of Business Management at the high school level. At the middle school level, Mrs. Doak has implemented Keyboarding and Keyboarding application courses for high school credit and restructured the Computer Exploratory program. As the 2007 Outstanding Educator for Virginia, her name was placed in contention for regional honors, which brings us to our next award…
6C. Association for Career and Technical Education (ACTE) Region II Outstanding Career and Technical Educator for 2007
Mrs. Doak is also the Region II Outstanding Career and Technical Educator for 2007. She was selected for her untiring commitment to students and her dedication to her profession. Her passion for technology and teaching is evident as she provides numerous professional development opportunities for teachers to stay abreast of current trends in the field.

6D. Virginia Technology Education Association Supervisory Achievement Award
The School Board is now pleased to recognize Mr. John Ledgerwood, Coordinator, Engineering and Technology Education, Office of Technical Education, for receiving the Supervisory Achievement Award from the Virginia Technology Education Association. The VTEA offers educational programs and instructional resources that assist teachers in providing high quality classroom and laboratory experiences for students in grades K-12. As result of such experiences students develop an understanding about the nature of technology and how it helps develop systems that solve problems and extend human capabilities. Mr. Ledgerwood was presented the Supervisory Achievement Award for his outstanding efforts to improve, develop, and implement technology education programs at the secondary school level.

6E. National Institute of Governmental Purchasing Outstanding Agency Accreditation Achievement Award
The School Board will now recognize the Office of Purchasing for receiving the Outstanding Agency Accreditation Achievement Award from the National Institute of Governmental Purchasing.
National Institute of Governmental Purchasing (NIGP) formally recognizes excellence in public procurement by establishing a body of standards that should be in place for a solid purchasing operation. Virginia Beach City Public Schools Office of Purchasing responded to the rigorous challenge of a detailed application that required substantial documentation and a demonstration of best practices. While the NIGP membership represents 2,600 governmental agencies throughout the United States and Canada, only 101 governments have attained this distinction. Accepting the award on behalf of the office is Kevin Beardsley, Director of Purchasing. Please join me in congratulating the Office of Purchasing on this outstanding recognition!
6F. Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award
The School Board is pleased to recognize the Department of Budget and Finance for receiving the Distinguished Budget Presentation Award from the Government Finance Officers Association for the fiscal year beginning
June 30, 2007.
The Government Finance Officer's Association's (GFOA) Distinguished Budget Presentation Awards Program, established in 1984, recognizes exemplary budget document by state, provincial and local governments, as well as public universities and colleges. Entities participating in the program submit copies of their operating budgets for review. Each budget document is evaluating using a comprehensive evaluation checklist and those judged proficient receive the Award.
