The proposal for new Pupil transportation facility requires the planned relocation of the Virginia Beach Pupil Transportation Services Maintenance Facility from its present location on New York Avenue to the proposed location on Harpers Road. The Harpers Road site is approximately twenty (20) acres in area and will be the main facility for the oversight of pupil transportation for Virginia Beach City Public Schools. Design of the combined seventy-eight thousand (78,000) square foot facility will include spaces for staff members for all the critical components of managing the school division’s school bus transportation service to the students. These critical components include spaces such as vehicle maintenance and repair bays, part storage, and office spaces maintained in connection with this operation such as management, routing, and budgeting. The location is critical for the entire organization to be in one central location due to cross functioning/coordination between management and maintenance functions of the pupil transportation operation. The office component of the facility will provide space for approximately forty-one (41) supervisory and clerical personnel. The garage area will provide spaces for approximately forty (40) maintenance personnel to service and maintain the school systems vehicle fleet of approximately five hundred and fifty (550) school buses and approximately three hundred and twenty-five (325) other support vehicles (light duty trucks, vans, sedans, medium duty trucks, etc.) Current daily scheduled maintenance operations account for approximately twenty (20) vehicles per day and an additional emergency repair operation of approximately five (5) vehicles per day.
