COMMUNITY RELATIONS

General Advisory Council for Vocational Education

Under the school board's guidelines for citizens' advisory committees a community-staff general advisory council for vocational education shall be activated.

A.  Duties and Responsibilities

The duties and responsibilities of the general advisory council shall be to

1.  Develop methods by which council members may most effectively function as channels of communication between the schools and the total community.

2.  Influence the expansion and quality of vocational programs in the schools.

3.  Provide liaison service that unifies the educational program of the schools toward meeting universal and common vocational needs of students, industry, and the community.

4.  Formulate means by which the council may act as advisors and consultants to all groups, to school guidance departments, and the total community concerning vocational education preparation and opportunities.

5.  Encourage the cooperation of employers to seek applicants from among qualified youth, without regard to race, creed, color, sex, national origin, or disability.

B.  Members/Term of Office/Appointment

1.  The membership of the council will include approximately twenty-one (21) adult members, without regard to race, creed, color, sex, national origin, or disability, as evenly distributed as possible, representing business, industry, labor, management, government, and education.

2.  The term of membership shall be for three (3) years. With the recommendation of the nominating committee and the approval of the superintendent, members shall have the option to serve additional terms. Officers shall serve to the end of their tenure of office.

3.  The membership of the council shall be appointed by the superintendent selected from a list presented by the nominating committee.

C.  Ex-Officio Members

School personnel involved in vocational education shall be appointed as ex-officio members of the council and shall include the Director of Vocational Education, the principal of the Vocational-Technical Educational Center, the principal of the Career Development Center, the administrative coordinator for the Office of Adult and Continuing Education, vocational coordinators, and other personnel designated by the Director of Vocational Education. Ex-officio members shall not have voting privileges.

D.  Meetings

The council shall meet quarterly in September, November, February, and May on a regularly scheduled basis, or as otherwise directed by the chairman.

E.  Officers/Procedures

Officers shall be elected by the voting members. Procedures are established in the council's bylaws.

F.  Reports

Periodic reports may be made to the school board through the superintendent.

An annual report describing the council's activities shall be submitted to the Virginia Department of Education.
