INSTRUCTION

Computer System

  1. General
    The purpose of this policy is to outline processes and procedures for the use of the computer system division wide. This policy shall apply to all persons including Virginia Beach City Public School students and personnel who use computers, computer equipment, or computer systems owned or operated by the School Board and Virginia Beach City Public Schools.

  2. Standards
    The Department of Technology shall establish the standards and specifications for all computer equipment, software, and computing services. All persons using school division computer systems shall adhere to these standards and specifications.

  3. Maintenance
    Maintenance of technology equipment and software requires compliance with the standards and specifications established by the Department of Technology.

  4. Property of the Division
    All computer equipment, software, documentation, storage media, and information are the property of the School Board and shall be reasonably protected against theft, damage, unauthorized access or use, tampering, and environmental hazards.

  5. Data Security
    Data security and integrity are the responsibility of individuals who have access to the information. The division will comply with the requirements of the Virginia Freedom of Information Act and Privacy Protection Act of 1976.

  6. License Requirements
    Computer data, programs, and related information shall be in compliance with the applicable legal, licensing, and regulatory agency requirements. The School Board policies and regulations prohibit unauthorized copying or use of software.

  7. Supervisory Responsibility
    Each department head is responsible for monitoring compliance with computer usage policies for all assigned personnel.

    Each principal is responsible for monitoring compliance with computer usage policies for all assigned personnel and students.

    Each principal or department head is also responsible for planning employee training on the effective use of computer systems in the performance of work responsibilities.

  8. Acceptable Use Policy
    Use of the School Division computer system ("System") is governed by Policy 6-64 (Acceptable Use Policy) which generally provides: use of the System must be for school business; access to the System is a privilege, not a right; all computer system users, employees, non-employees, and students must comply with the requirements defined under the Acceptable Use of the Division Computer System; employees; non-employees, and students have no expectation of privacy in materials sent, received, or stored in the System; the School Board is not responsible for malfunction of the System, nor any unauthorized charge or fee resulting from the use of the System; the Superintendent shall establish regulations for appropriate use of the System and discipline employees and students who misuse the System.

    Employees, non-employees, and students are directed to Policy 6-64 for the specifics of what constitutes acceptable use of the System.
