MINUTES OF SCHOOL BOARD PUBLIC HEARING

FEBRUARY 19, 2001

 

 

The School Board of the City of Virginia Beach held a Redistricting Public Hearing Monday, February 19, 2001, in the School Board Room at the School Administration Building.

 

MEMBERS PRESENT: Mr. Daniel D. “Dan” Edwards, Chairman; Mr. Arthur T. Tate; Vice Chairman; Mr. D. A. “Al” Ablowich; Ms. Jane S. Brooks; Ms. Nancy D. Guy; Mr. Dan R. Lowe; Mr. H. Les Powell, Jr.; Mr. Neil L. Rose; Ms. Sandra Smith-Jones; Mr. Michael W. Stewart; and Ms. J. M. “Jerri” Tata.

Redistricting Public Hearing: Chairman Edwards called the Redistricting Public Hearing to order at 6:00 p.m. in the School Board Room at the School Administration Building.  All Board members were present.

 

The Board heard comments from the following citizens and delegations:

 

Al Wallace in opposition to proposed redistricting recommendations for the Bayside community;

Dan Bowen, in support of Princess Anne High School with respect to proposed redistricting recommendations for the Thoroughgood community;

Bobbie McNaught in opposition to dividing the Little Creek Amphibious Base community into separate school attendance zones;

Bob McNaught in opposition to dividing the Little Creek Amphibious Base military community into separate school attendance zones;

Brenda Rountree in opposition to the redistricting proposal for the Windsor Oaks, Windsor Woods neighborhoods;

Julia Karasiewicz, Bayside High School PTSA president, in opposition to redistricting proposals that divide communities and separate students when transitioning from middle school to high school; 

Carolyn Weems in opposition to proposed redistricting recommendations for the neighborhood between Alicia Drive and Bonney Road;

Terry Allred requesting School Board policy be reconsidered to include a junior option when rezoning high school students;

Meredith Ann Russell, 8th grade student at Independence Middle School, in support of Princess Anne High School with respect to proposed redistricting recommendations for the Thoroughgood community;

Eric Deal representing the Little Creek Community Association regarding concerns with proposed redistricting recommendations for the military community;

Bob Reed in opposition to proposed redistricting recommendations outside the immediate boundaries of the new Landstown High School;

Cheryl Benn in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School specifically relative to and its potential affect on the opportunity for her children to continue their studies of Japanese;

Suzanne Felty in opposition to proposed redistricting recommendations for the Windsor Oaks and Windsor Woods neighborhoods; 

Corinne Cornwell in opposition to proposed redistricting recommendations and the potential affect on opportunities and support currently available at Princess Anne High School;

Sharon Grozich, in opposition to proposed redistricting recommendations for the Windsor Oaks and Windsor Woods neighborhoods;

Robert Gustafson in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Michael Felty in opposition to proposed redistricting recommendations transferring students from Princess Anne High School to Green Run High School specifically relative to band opportunities;

Ed Kokron, member of the Executive Committee of the Thoroughgood Civic League, in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Barbara Shoemaker in opposition to proposed redistricting recommendations for the Thoroughgood, Thoroughgood Estates, and Thoroughgood Colony neighborhoods;

Laura Buckius in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

David Redmond in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Loretta Winsper in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Janie Roy in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Coralee Howarth in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Rick Vizzier in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Sondra Rosequist in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Louisa Cousins in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Barbara Protacio in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Richard Dobrich in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Kathleen Brasington, student at Cox High School, in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Ron Ripley, representative of the Bayside voting district on the Virginia Beach Planning Commission and resident of Thoroughgood, regarding the Planning Commission’s comprehensive plan relative to opportunity sites and in opposition to importing additional students into Princess Anne High School from Cox High School; 

Lew Hale in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School specifically relative to the school’s Crew Club;

Jim Lewis in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School to Princess Anne High School, specifically relative to out-of-zone students currently permitted to attend Cox High School;

Wesley Dunks in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Chris Gunter, 8th grade student at Kemps Landing Magnet School and Thoroughgood resident, in anticipation of attending Cox High School in the fall, and in opposition to aligning feeder zones criteria when developing redistricting recommendations;

Grantland Stenger, Thoroughgood resident experienced in engineering analysis work, in opposition to Board Policy 5-14 as a long-term comprehensive plan that addresses overcrowding and consists of a blend of new construction and the modernization of aging high schools;

Matilda Koubaroulis in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School, specifically relative to the athletic program at Cox High School;

Jim Chapman regarding square foot per student ratio for high schools, specifically Princess Anne High School being less capable of handling the proposed influx of students from Cox High School as proposed in the Thoroughgood community redistricting recommendations; 

Fiona Blackmore, freshman at Cox High School, regarding Princess Anne High School’s smaller hall size as compared to Cox High School;

Joni Fitzgerald in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School, specifically relative to the effect on diversity at Cox High School;

Howie Cronauer in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Ian Wright in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Jerry Adams in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Dale Tyree in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Rosemary Skinner in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Cory Stenger, 9th grade student at Cox High School, in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School, specifically relative to the Cox High School Crew Team and concerns regarding stress related to moving from one school to another;

Debbie Barnes in opposition to proposed changes for the Cox High School attendance zone;

Sheila Gunter in opposition to proposed redistricting recommendations for the Thoroughgood community;

Jill Blackmore, Thoroughgood resident, in opposition to annual redistricting and requests the Board fund an expansion project instead;

Gary Shoemaker requesting funding for the expansion at high schools to address overcrowding versus redistricting;

Michael Gish in opposition to proposed redistricting recommendations for the Thoroughgood community resulting in students being transferred from Cox High School;

Ellen Cummings regarding opposition to proposed changes to the Cox High School attendance zone, and aligning feeder zones;

Dick Thurmond, Thoroughgood resident, regarding concerns about the proposed redistricting of Cox High School;

Ed Bourdon, Virginia Beach attorney representing the Thoroughgood Civic League, in opposition to proposed changes to the Cox High School attendance zone;

Todd Buczek, parent of Kellam High School sophomore, regarding concerns with proposed redistricting on military families, and requested junior and senior option; and


William M. McKee in opposition to proposed redistricting recommendations for the Thoroughgood community.

The public hearing concluded at 8:48 p.m.
